A report on an internal investigation into the events at Strathmartine was forwarded to the Scottish Government on Friday. The Government and the UK data watchdog launched investigations after the furore over Strathmartine.
Local health chiefs came under fire last month after private records were found strewn around the disused hospital site, sold to a developer three years ago.
The documents included details of a baby born an alcoholic and of children with disabilities who were adopted from the institution.
