Reginald Faust of Annapolis was walking with his wife when he noticed a piece of paper – a credit application for the Room Store, he later realized – on the ground near a Dumpster in the shopping center across from the mall on Jennifer Road.
He was one of several walkers in the area who spotted the applications.
“Phone number, Social Security, it’s all right there,” he said.
The applications also had a copy of the applicant’s driver’s license, the witnesses said.

Claudette Lewis, who was walking with her friend Fran Cairns at about 7 a.m., also said she noticed what looked like thousands of applications inside the Dumpster.
