LA: Medicaid fraud case had 13k victims (UPDATED)

Attorney General Jeff Landry announced Tuesday that Keisha Robinson, 43, has been arrested on charges involving schemes to defraud the state’s Medicaid program.

Robinson was charged with one count of identity theft, one count of computer fraud, and one count of criminal conspiracy to commit Medicaid fraud after downloading over 13,000 Medicaid Recipient’s information from Louisiana Healthcare Connections, a Louisiana Managed Care Organization.

“Our office takes all fraud, especially Medicaid fraud, very seriously,” said Attorney General Jeff Landry. “We will support law enforcement to investigate, apprehend, and prosecute those who defraud our state and its people.”

Robinson – of 507 Fox Run Avenue in Lafayette – was arrested by Attorney General Jeff Landry’s Medicaid Fraud Control Unit investigators with the assistance of the Broussard Police Department. She will be booked into the Lafayette Parish Prison.

So far, I’m not finding any explanation as to whether she was an employee of Louisiana Healthcare Connections or not. We may see this one on HHS’s public breach tool.

Update: Louisiana Healthcare Connections subsequently posted a statement on their site that suggests that the arrested individual was not an employee of LHCC:

On December 3, 2015, the Louisiana Attorney General’s Medicaid Fraud Control Unit notified Louisiana Healthcare Connections (LHCC) about an investigation into stolen health information. On March 3, 2015, a person who worked at a doctor’s office used someone else’s information to get into LHCC’s provider website. That person downloaded a list of the office’s patients who are LHCC members and gave the list to another provider who should not have received it.

On Wednesday, January 27, the Louisiana Attorney General’s office announced the arrest of an individual on charges involving schemes to defraud the state’s Medicaid program. The individual is accused of stealing electronic information related to approximately 13,000 Medicaid recipients enrolled in Louisiana Healthcare Connections (LHCC) in the Acadiana region.

We take the privacy and security of protected health information very seriously and are cooperating fully with the Attorney General’s office in this investigation. We appreciate the efforts of the Attorney General and local law enforcement to bring those responsible to justice. We regret any concern or inconvenience this incident may have caused and are dedicated to protecting our members’ health information. We are also reviewing existing information security protocols and taking steps to prevent this type of event from happening in the future.

Members who were affected will be notified by mail and offered free credit monitoring and identity theft protection. The stolen information did NOT include credit card information, financial information or social security numbers. The information that was taken included members’ name, Medicaid ID number, date of birth, Medicaid effective date, phone number, address, and in some instances, information regarding how current members’ are with provider visits, the number of emergency room visits, and current medical condition.
