Where does your local govt store old records?

Okay, guys. This is my first time here so sorry if somethings not right about this post. But I have no idea where to go about addressing this. My friends and I went ghost hunting in an abandoned school in our town tonight. It was the typical very old abandoned school, lots of wear and tear, deterioration, could clearly tell it’s been looted several times. But, then we found something else. Before I explain, let me first say that I can recall driving by this school several times seeing police officers wheeling boxes in to this building by the truckload, always curious as to what it was. What we found in the back of this school tucked away were towers of boxes, each bearing a different label. Tax forms, social security information, assets. Guys, I’m talking all kinds of crazy government documents that obviously shouldn’t be in a place like this. Arrest records, end of year government reports, people’s addresses, their old licenses, very detailed information on people in my small town going back to the 80s. I don’t even know where to begin with all this. There’s so many more government documents. I can’t really recall what they were all labeled but because there were so many and so many papers to wade though. I just wanna know how I can go about addressing this to higherups? Suing the county? I don’t know, I just know that that info should be somewhere else. Will answer any questions I can, thanks for reading.

Edit: I’m in Tennessee.
