The Probation Service is investigating after confidential child protection documents were found blowing around in a Leicester Street.
The paperwork, relating to the cases of 20 children, babies and unborn youngsters, was handed into the Mercury by former Liberal Democrat city councillor John Fitch.
Mr Fitch said he found the letters on the corner of Beaumanor Road and Thurcaston Road in Belgrave on Tuesday afternoon.
