A second suspect being sought in a statewide licensing and identity fraud scam turned himself in Friday to the Zanesville Police Department.

Kevin Miller, director of the Ohio State Board of Cosmetology said the two were charged after a yearlong investigation by the cosmetology board into fraudulent driver’s licenses being used to obtain cosmetology licenses.
The investigation began when a Warrensville Heights-based cosmetology school, New Beginnings, allegedly made the arrangements for the licenses. The school since has closed, and Miller said the owners have been cooperating with his office.
Miller said the case possibly could involve hundreds of educational records that were obtained by individuals who never set foot in the school, and more arrests in the Columbus and Dayton area might come in the future.
