Over two dozen boxes of old medical records containing personal patient information were found at the Odessa Recycling Center over the weekend.
How old medical records from West Texas Orthopedics came to be sitting out in the open at the recycling center this past weekend isn’t clear, nor is who’s to blame.

Midland Health, when contacted, stated that the records predated their ownership of WTO. Okay, but in their ownership agreement, did they take ownership and responsibility for all patient records? I’m not sure what their statement actually means in terms of responsibility. It sounds like they are saying that they have no responsibility, and they may be right, but someone was responsible and accountable. Who?
