As he walked past the Mall at Lawson Heights on his way to work Wednesday, Garnet Nicholson noticed an envelope on the ground by a garbage can outside the entrance to a department store. Something about it struck him as odd, so he went over and looked inside.
He was astonished to find Health Canada documents listing personal information about a variety of patients from the Beardy’s and Okemasis First Nation, including their treaty numbers, dates of birth and health conditions.

The sheaf of documents was attached to a cover letter from the planning and accountability section of Health Canada’s First Nations and Inuit Health Branch in Regina. The letter, addressed to “all Saskatchewan First Nations Community Health Nurses,” described the documents as a 2007 Master Care Listing.
