Canadian Press reports:
An employee from a company that operates a well-traveled toll road in southern Ontario has been charged in a major breach of customer data.
York Regional Police allege the 407 Express Toll Route employee used a company computer to access and compile a list of names, addresses and phone numbers of 60,000 customers in specific areas.

The data theft appears to be somehow linked to the resignation of a Progressive Conservative candidate, but none of the news sources specifically suggest that the data were misused for electioneering purposes, so I’m not sure what the connection is.

There are more links from CBC which speak of the stolen data from “specific geographic areas” (https://www.cbc.ca/news/canada/toronto/407-etr-data-breach-investigation-1.5660350) and another CBC link stating (from the candidate), “These allegations are totally baseless. I absolutely deny them,” (https://www.cbc.ca/news/canada/toronto/pc-candidate-brampton-east-simmer-sandhu-407-etr-1.4666488). But, I saw no allegations in the story.
So dug a bit more & the 1 link I gave above seems to generalize it enough.
Seems a complaint was filed with Elections Canada.
